Events Service disaster recovery

The Event Service has a primary and backup region, both in AWS-US. In the case of a primary region outage, the service switches over (active/passive) to the secondary region. Integrators may experience up to 10 minutes of downtime while the region change occurs; for, this reason publishers should ensure that a retry mechanism is implemented on their end.
